Carter, born in Placerville, CA at Marshall Hospital, was raised in El Dorado Hills, CA. Attending Silva Valley Elementary School, he had just finished 1st grade, beginning his summer before 2nd.
His father, Brandon Mecier, lives with his wife, Alisha, in Latrobe, and his mother, Emmy Mecier, lives with her fiancé, Martin Rowinski, in El Dorado Hills. Along with his loving parents and stepparents, his brother Mason Mecier, 14, step brother Daren Rowinski, 15, and step sister Sammy Rowinski, 13, adored their youngest family member, 7 year old Carter Mecier.

Alisha, I have thought of and prayed for you and all of your family and Carter’s family a zillion times. I was out of town for his memorial service or I would have definitely been there to give you a hug!!! I just got back into town last night and I just can’t get you guys off my mind…so I pray and pray!!! I remember Carter snuggling against you during a church service at Sun River the first time I met him… I’ll never forget that vision in my head and am so deeply saddened for you all!!!
